The cage is what earns the order. A plain black teddy would look like a bodysuit you might wear under a dress; the straps across the chest keep it in lingerie territory. The mesh through the torso is the second choice - it stops the body looking like a solid swimsuit. Worth knowing: the back coverage is low and the garters do not come with stockings. If you want a closed neckline or a separate brief, this isn't the one.
