The skirt cut-outs are the construction choice that changes the set. A plain cover-up skirt would hide the bikini and look like a separate piece. Opening three stacked windows on one hip, then setting a charm in each, keeps it in swimwear territory while still giving you a hem you can sit in. The skirt is short and tight, so if you want a long wrap this isn't the one. The cut-outs sit on one side only, which is the look - not a fully covered mini.
