The waist tie is what stops this from reading as a straight column with no shape to it. Knotted at the side, it pulls in just enough fabric to mark a waistline, then lets the rest of the skirt fall long and loose to the floor - so you get definition without anything close-fitting through the hip. It's an easy dress to pack for that reason: nothing about the cut depends on a tight fit holding its shape. If you want a dress with more built-in structure through the body this isn't the one, but that relaxed cut is what makes it easy to travel with.
